Analysis of selected elements of mountain communes infrastructure as areasof skiing reception in Poland

In view of growing interest of tourists in various sports activities increasing importance of winter sports is also noticeable. Skiing and snowboarding become more and more popular forms of spending spare time by various social age groups. In such situation economic entities operating on tourist market in the discussed disciplines should implement the investment policy aimed at satisfying the demand for services connected with practicing this type of sports and recreational activities.Also territorial self-government authorities should conduct tourist policy in the mountain areas to increase their attractiveness for tourists, among other through investment endeavors in ski infrastructure and para-tourist infrastructure.Discussed has been an analysis of selected elements of infrastructure in the regions of skiing reception in Poland. Tourist market studies have been conducted in three aspects. Studies covered mountain communes which are the areas of skiing reception and ski stations situated in the communes participating in the research. The studies incorporated also an analysis of potential tourist demand represented by skiers and snowboarders. The evaluation of chosen conditions of development of tourism function of an area

The article focuses on a widely understood conditions for a tourist development of an area. The conditions comprise both tourist amenities in the areas under analysis with elements of tourist facilities in these areas, the area accessibility by various means of transport and their furnishing with elements of technical and economic infrastructure. Analysed was the problem of relationship between the degree of tourist function development in the area and protected areas situated within its administrative boundaries. The article also discusses the relationship between the degree of tourist function development in the areaunder discussion and tourist policy realized in the form of pollution control investments with particular regard to sewage management, water, air and climate protection, waste management, protection against ionizing radiation, noise and vibration control and protection of biological and landscape diversity, which from the perspective of potential area tourist function development is extremely important and conditions its development. Conditionings of tourism development in mountain rural areas

The research addressed the problem of determining conditions for tourism development in the mountain rural areas in Poland. The investigations were conducted with regard to administrative division of Poland; therefore a municipality was the smallest researched unit. The investigations focused on all municipalities in Poland constituting rural disadvantaged areas (determined as mountain ONW areas, a total of 50 municipalities in four provinces: dolnośląskie, malopolskie, podkarpackie and śląskie. Ratio analysis was conducted exclusively for rural areas. The data presented by matching features originated from various sources, mainly including data provided by The Main Statistical Office (for 2003) and the data of the general census (for 2002). Moreover the information was also obtained by means of surveys from the municipalities under analysis. The investigations were carried out by an original method, using a synthetic measure of tourist area development (SMUTRO). Potential applications of the original measure were presented on an example of Stronie Śląskie municipality where individual conditionings were subsequently presented. Chosen aspects of tourism development in mountain rural areas

The studies focus on analysis of chosen conditions of tourism development in mountain rural areas. The article presents studies which covered mountain rural communes of the sląskie province. A total of eight communes were analyzed in view of tourist traffic (Istebna, Jelśnia, Koszarawa, Milówka, Rajcza, Ślemień, Ujsoły and Węgierska Górka), of which only six were selected for further analysis because statistics did not reveal any persons using sleeping facilities in two of them (Koszarawa and Ślemień). The analysis was conducted to determine priorities for extension of technical and economic infrastructure for special purposes in the field of tourism. Analysis of the directions of changes concerns technical and economic infrastructure for special purposes in the field of tourism, including sleeping facilities, catering businesses, health resort infrastructure and tourist infrastructure. On the basis of the analysis it may be stated that a factor inhibiting tourism development in all communes, except Rajcza is the state of health resort facilities. The most backward district in this respect is Milówka. Tourist infrastructure in mountain rural areas in Poland

The subject of research were tourist infrastructure facilities in mountain rural areas in Poland. The area covered by the investigations was composed of a total of 50 communes located in four provinces (dolnośląskie, śląskie, malopolskie and podkarpackie). The state of the analysed area management for tourism was assessed on the basis of 29 diagnostic features using the multicriterial analysis. The data characterizing individual phenomena were collected during two periods, i.e. in 2005 and 2007. They originated from various sources including data base of regional branches of the Central Statistical Office (GUS) and from survey studies conducted in the above mentioned years in communal offices, supplemented by the data from websites of the studied communes. The analysis was conducted to assess the state of tourist infrastructure facilities in a selected area, as well as the strength and directions of changes in this respect. Conducted analysis revealed a considerable diversification of communes in respect of tourist infrastructure facilities. In 2007 the best situation was registered in Krynica-Zdrój, whereas the Dobra commune was the most poorly managed in consideration of the above mentioned facilities. CONDITIONS OF MOUNTAIN RURAL AREAS IN POLAND DEVELOPMENT THROUGH TOURISM

Mountain areas in Poland constitute a special territory with respect to physico-geographical, economic and social aspects. There are specific environmental, economic and cultural conditions, which on one hand restrain and on the other provide chances of these areas development. Environmental conditions involve higher economic costs mainly in agriculture but also in other fields, such as construction or transportation. Other characteristics of these areas include landscape values which just through development of tourism can at least partially recompense the local communities the limited opportunities of gaining incomes. Mountain areas are defined as the areas where agricultural production is made difficult by the unfavourable climatic conditions and land configuration. The basic criterion used for identification of mountain areas in Poland is their elevation above the sea level. Therefore the mountain areas comprise communes and land surveying districts, where over a half of the arable land area is situated above 500 m a.s.l. Regional policy in Poland and its importance for development policy

The subject of the article is regional policy in Poland conducted accordingto the principles governing the European Union cohesion policy. Mountain communes’ expenditure for tourism as a factor of tourist traffic intensity in their areas

  The aim of the paper is identification of the relationship between the amount of expenditure for tourism born by mountain communes (gminas) in Poland and intensity of tourist traffic in their areas.The analysis of tourist traffic in mountain communes in Poland in the first place allowed to establish that an average intensity of tourist traffic is greater than generally in Poland. The observation does not refer to the whole of the analyzed area, since tourist traffic reveals a very high concentration, reaching extreme cases in the communes where not a single tourist used bed-places. Registered increase in tourist traffic intensity did not apply to the whole area of mountain communes in Poland. Mountain communes only to some extent get involved in realization of expenditure on tourism - less than half of communes participated in them in 2009 and only few communes spent considerable amounts of money.
