In papers is presented scheme, which is applied to qualification of rural roads. For each road section was very important renovation order. Presented method contains rules of defining this order. This is known problem in Poland, quality of rural roads is not suitable to farmers needs. Roads are to narrow. The road cover ignores, that new farmer's machines are big, wide and very heavy. New farmer's machines destroy roads. Bad situation in polish transport infrastructure is the result of fragmented agriculture structure. Small farms that produce only themselves or for local market do not need modern transportation road net. For the areas of big state farms was built new separated roads net. Modernization of rural areas plans, in particular agriculture modernization, this is a possibility of road's renovation. The complexity renovation is impossible, what due to financial aspects. It would be necessary to prepare road's qualification and renovation order. The presented scheme of quality rural roads analyze contains GIS-based and planning methods, field study and wide social consulting. The papers contains descriptive analyze of the spatial planning issues in the foothills and mountains areas, which are especially valuable because of nature environmental resources. Nature resources for agriculture development are very low, so they often need additional support. The possibilities of development are connected with natural resources, which are conducive tourism and recreation. Such development require not only appropriate tourist infrastructure (hotel, parking, tourist roads and other). The products are natural environment and relief too. I stage of paper – quantitative analysis of spatial plans, comparative analysis of changes in future land use (building or afforestation of arable areas). Land consolidation is an investment. First phase of investment process is adequate preparatory and planning. Elaboration of paper „guidelines for land consolidation project" is enough according to land consolidation act. The thesis of present paper is following: in case of rural arrangement plan there is for the land consolidation area, we can use selected conclusions when we work out guide-lines for land consolidation project. Land consolidation is a public investment. Being an investment, it should return the invested finances within a defined period of time. As farmer is the final beneficiary of the activity, the register of incomes and expenditures kept by the farmers is necessary to estimate the future profits. Due to the fact that not all far-mers are obliged to register their financial flows, the profitability of land consoli-dation must be based on model solution, which is popular in other EU countries, e.g. in Spain and Lithuania. Analysis of positive and negative financial flows is used to estimate the linear and discount measures of the absolute evaluation of investment profitability. Negative flows are the amounts invested for the preparation and implemen-tation of a land consolidation project. Positive flows are the profits resulting from improvement of the shape of fields used in crop rotation.
