Improving the dates quality in the county’s geoinformation system

Computer databases that store information describing the space should be judged qualitatively. This requirement especially applies to the official geoinformation systems. The paper presents a proposal for an overall assessment of the quality of the information collected in the county's databases. It was analyzed six thematic groups: land and buildings cadastre, base numerical map, spatial registration of utility infrastructure and horizontal control class III. Experimental studies carried out in two counties located in the Malopolska province. Data quality assessment was based on four characteristics: accuracy, completeness, timeliness and consistency. Then calculated values of the two estimators of the overall assessment of geo-information databases: the average absolute value and coefficient of variation of averages. Overall assessment of quality geospatial data in the two counties is good. The process of improving the quality of informations presented comparing the results of current work to a study conducted in 2005. In this period fixed overall assessment of data quality in both counties by about 5 percentage points. Accuracy, timeliness and consistency of county data systems is good. The proposal of evaluation of web geoportals on local level

In Poland national geoinformation system is built at the three levels: central, regional and local. The system levels differs in range of description and detail of data. The local (county) level spatial information system databases are the most detailed. The digital development and the current legislation (Law on spatial information infrastructure) make the expansion of official Internet site accessing various thematic maps. This paper presents proposals for an overall assessment of geoportals created at the local level (county). Methodology for assessing the overall based on three criteria: transparency, functionality and content available. Category transparency are attributes of evaluation defining the effort it takes an organization to share information through its Web site. The functional category defining attributes of assessing the ease with which users can obtain information on one page. Rating the content is quantitative verification of spatial data contained in the portal of the three thematic groups of the Act on infrastructure.The proposed method of assessing the valuation performed spatial data quality in 29 counties located throughout the country. EXPERIMENTAL EVALUATION OF THE ACCURACY PARAMETERS OF FORMER SURVEYING NETWORKS

Surveying field measurements performed during the development and updating of land registry were based directly on measuring networks. Accuracy parameters of these networks are lower in comparison with modern measurement networks. The main reasons for the lower accuracy relate mainly to the lower precision of measurements, two orders of network and approximate techniques for determining the coordinates of the points of these networks. Currently, archival materials of the State Geodetic and Cartographic Resource are used during surveying of real estate (division, separation, modernization of land registry). The paper presents the results of experimental evaluation of the accuracy parameters of former networks. The purpose of the performed evaluation to was to analyze the possibilities of use archival materials of the State Geodetic and Cartographic Resource during surveying works related to real estate. Aerial laser scanning LIDAR of the area of Krakow (precision analysis)

In the article a technology of the aerial laser scanning (LIDAR) was cha-racterized as well as the system architecture its drawbacks and advantages and a precision analysis.The precision analysis of the aerial laser scanning was carried out on the basis of the lidar measurements of Krakow data collected in 2006. For the precision test of the X, Y, Z coordinates two objects were used: the University of Agriculture (Balicka street in Krakow) and the Wawel Hill. The impact of the location of special economic zone on the dynamics of the land property market

The Special Economic Zone is a separate area with preferential terms for launching and operating national and foreign businesses. Entrepreneurs pursuing their business in these areas access a range of allowances and exemptions aimed at attracting investors' capital. Today, the territory of Poland includes 14 Special Economic Zones, all of them substantially contributing to the economic growth of their regions, mostly by developing the assets in place and tapping into unused natural resources with particular consideration of sustainability criteria. The lo-cation of Special Economic Zones also brings measurable benefits to local communities in the form of new jobs being created, improved competitiveness of goods and services, and infrastructural development. As facilities such as industrial plants, office venues and storehouses become inadequate, it is necessary to procure land to develop new facilities. This paper aims to examine the impact of the location of Special Economic Zone on the dynamics of the land property market. The qualitative analysis data in spatial registration of utility infrastructure

The official databases that collect spatial data sets, should contain the sets of metadata used to describe them. The main element of the set of metadata are the features describing of the quality and validity of spatial data. The paper proposes a method for evaluating the quality of databases of spatial registration of utility infrastructure (GESUT) based on four criteria: positional accuracy, completeness, timeliness and logical consistency. The quality of property data of positional accuracy is calculated based on the attribute of source (specified for each type of test object of GESUT). Completeness of data was calculated on the basis of GESUT objects that exist on the digital basic map, and did not registered them in a GESUT. Timeliness of data was determined by analysis of time to waiting for the inserting to database geodetic measurements. Logical consistency was assessed by analyzing of level conflicting relationships in the data. The evaluation results for the various properties are described by the value of a point on a scale from 1 to 100. Evaluation of district internet geoportals, on selected examples and selected feature

Since the beginning of the 1990's the development of computer technologies has allowed geo-information resources to be presented on-line on the Internet. District geoportals are one of interesting sources of spatial data in Poland . The aim of the study was to check the quality of the districts Internet geoportals operation throughout the country and evaluation of the selected range of accessible spatial data. The study included 32 randomly selected districts for which information resources were evaluated in three categories: clarity, interactivity and accessibility of data. Multidimensional cadastre, implementation possibilities in Poland

The article presents the method of switching from 2D cadastre to 3D + time systems using available IT tools, based on the existing official geospatial data registers. For more than twenty years in Poland, the official registers of information about land structures have been modernised. This modernisation includes the securing and protecting the rights to real properties, increasing the effectiveness of databases, increasing the data quality, as well as improving the effectiveness of land planning and management. Advanced CAD technologies enable the development of Digital Terrain Model (DTM) and, at a further stage, visualisation of surface objects, such as borders of land parcels or outlines of buildings, in 3D space. Modernization of land and buildings registry under mandatory legal regulations

Land and buildings registry, according to the current rules in Poland, acts as a real estate cadastre. As a public register, is subjected to the current and periodic modernization. The aim of the modernization is to improve the quality of the collected data. The most satisfactory results in the process of modernization are obtained on the basis of geodetic field measurements. Photogrammetric measurements are a more economical solution, but their use carries a risk of failure in meeting the criteria of accuracy positions of border points. This paper represents a case study on the effects of the process of modernization of the land and building registry for areas where the source material are registry maps in the scale of 1: 2000, created on the basis of photomaps, or cadastral maps in the scale of 1: 2880. SELECTED ASPECTS OF CREATION OF A MULTI-DIMENSIONAL CADASTRE IN POLAND

Considerations on the needs and opportunities of introducing multidimensional cadastre have been carried out for several years all over the world, including Poland. The European Union provides the Member States with a legal framework in the form of a standard governing the development of widely understood land administration systems. The cadastre as a source of information about the lands and their owners must first of all enable the proper management of the land. The basic aspect that we encounter in the discussion on the cadastre is the identification of the land parcel and the rights in rem of particular subjects. Registration of rights in the layer system is the core of a multi-dimensional cadastre. Harmonization of all regulations affecting the functioning of the cadastre will be a basic condition of a 3D cadastral parcel definition and creation of a multidimensional cadastre in Poland.
