Prognosis of the financial impact of adoption of the plan in the range of realization of the technical infrastructure

The enactment of a local plan of spatial management for a commune or its part obliges the communal authorities to implement the decisions included in the plan. Among numerous expenses which a commune has to cover are such as: realization of the technical infrastructure the commune is in charge of (sewage system, water supply system), realization of road building and maintenance investments, buying off areas for public purposes related to realization of the commune's own tasks and claims of owners or users of real estate in case its value is negatively affected by the local plan of spatial arrangement. Changes of the landscape village of Białka Tatrzańska from the development tourism

Constant increase of number of tourists, development of tourist accommo-dation and services in the village of Białka result in an increased anthropopression on areas which have so far not been developed and which are characterised by high natural values. Spatial policy of the communes is an important element in the crea-tion of sustainable development. The authorities of the commune of Bukowina Tatrzańska struggle with investors who want to introduce changes to the spatial policy. Using the 3D computer scanning method in the environmental impact assessment

This article presents the possibilities of using computer scanning to design a location for a sewage treatment plan taking into account its impact on the landscape. The activities undertaken could constitute a part of the proceedings carried out in performing environmental impact assessments. Completion of the goal requires literary studies and the analysis of interdisciplinary studies, including planning, land and academic research. The research has been divided into several parts, of which the first one concerns, among other things, the analysis of the value of the natural environment in a given area and analysis of the planning documents in place. The land research consists of scanning the area for the sewage treatment plant using the 3D method. COMPUTER-AIDED PLANNING AND SPATIAL DEVELOPMENT

The aim of this work is to show the possibilities of using laser scanner in ecosystems preservation on the stage of making spatial planning decisions. The laser technique of automatic measurement enabled us to get measurable and fully objective spot elevation model very quickly. Received scan was converted into spatial model by adding texture and later on merging increments of development in their natural surroundings. The visualization created can be very helpful when choosing the best option of land development; moreover, it can help protecting the land from investments leaving it in its original shape. For the purpose of the research supporting ecosystems preservation, two chosen objects, located in Sobótka (Sobótka commune) and Maniów Mały (Mietków commune), were diagnosed. Field investigations were conducted in the years 2011-2012.
