Development and implementation of a modern model of spatial data for the creation of municipal records of monuments

This paper presents a historical monuments inventory and developing of the address cards in order to create a municipal monuments register of Tomice municipality, in Wadowice province. Developing municipal records of historical monuments has become the duty of local government after the entry of the Act of 2010 - protection of monuments. In addition, inventory of monuments and their protection requires legislation, related with the conduct planning and spatial policy in the municipality.The work was based on information provided by regional conservation, Municipal Self-government Tomice, and mostly on interview, in which the records were verified actuality owned landmarks, supplemented with additional information, including photos, description of the monument and its technical condition, the coordinates in the current reference system. ...

Implementation of geodesical measurement utilized for hydrological cal-culations

In order to define basic parameters of a water stream, it is necessary to de-termine the location of characteristic field points that influence local hydrological conditions. The papers presents the methodology for performing geodesical mea-surements that are necessary to obtain data about water state in rivers and river bed profiles. The comprehensive process includes the following stages: field mea-surements, which include highly-accurate and stabilized minor control points; de-tailed measurements of selected relief points and water mirror level; finally, calcu-lations and indispensable analysis performed outside the field. Accuracy parameters should be in line with requirements defined in relevant regulations, norms and geodesical instructions.Data obtained from measurements are used in the preliminary stage of hydrological analysis preparation. The paper presents the procedure of field data collection applied in hydrological works, which includes selection of measurement point, methods of exact determination of river bed profile and density of measurements along profile cross-sections. These tasks are less frequent in geodesical practice, yet they may be significant for the group performing the measurements and may help to develop own methodology for high-accuracy tasks. ...

Address data modeling

The paper presents tasks entrusted to the geodetic service on infrastructure for spatial information in the case of the streets names and address system in digital form. Address systems, like all information systems should have a interoperability features and automated compatibility with existing systems in public administration. The paper presents the characteristics of the address systems as a spatial information and the desired structure in the digital environment. GIS real estate management of Michałowice commune

Complete information regarding the real estate and existing spatial condi-tions are the base of proper land management. Because of spatial character of the commune real estate, a basic tool for the land management is the Geographic In-formation System. Providing the commune with GIS system is a very expensive and long-term process unprofitable for subdivisions like communes.The paper introduces a combination of data processing system for the commune real estate management (parcels) with digital map based on municipal council database. This solution presents the best and the most comprehensive way of the commune parcel management.Descriptive data gathered in the database was located on the digital map and separated from the parcels remaining. Moreover, the layer presenting soil classes according to the land records map was created.Ultimate layer was generated from common parts of the objects located on parcels and soil classes. It allowed objects to be located on one thematic layer as well as analyzing the use if commune parcels automatically.The most positive effect of such analyzing method is the possibility of unli-mited data processing, free GIS-system development and system possibility for self-improvement, which is promising for system and method development.     ...

Cleanliness control is one of the local government responsibilities. The local government actions should be taken not only against inhabitants and real es-tate owners.Local governments should carry out the quality and monitoring control of the pollution processes at the farms.Paper presents a description of already existing control system. The digital map was combine with database. The table presents farms, which hide the real amount of sewage and their location. It helps to estimate the pollution danger and to change the management of the land by implementing more restrictive control system.At this example an application combined from two elements such as digital map and database was tested. Assessment of technical infrastructure thematic layer suitability for spatial ma-nagement at the commune level

The aim of this paper is evaluate of the technical infrastructure layer use-fulness in Suloszowa community planning process. Authors was assumed that the layer will allow a thorough analysis of existing community facilities in terms of utilities, identify problem areas and present the offer to potential investors. In the application of the technical infrastructure layer analysis, focuses on networks of underground and overhead infrastructure: water, gas, electricity and telecommu-nications. Spatial analyzes were performed based on the created layers of spatial information system, that can be used by the municipal administration level in the space management. The utilities network layer allowed to identify community in-vestment offer by analyzing infrastructure net and buildings in the production areas, warehouses and storage facilities. Analysis of resources for agricultural production area in land policy of district Tomice

Article based on an analysis of selected elements of agricultural production space in Tomice municipality located in the province Małopolska. The aim of the study is overall evaluation of measurable, environmental agricultural production space seams of area designated in the local spatial development plan. An analysis was based on quality and relevance of agricultural soils, soil protection category with the highest quality grades and soil moisture levels. The overall assessment of the elements allowed to determine the most valuable areas for agriculture and natural production. Another aspect concerned the designation of areas, which, due to their defective, can be allocated to non-agricultural purposes as the reserve land. Chosen ecological aspects of spatial planning on rural areas-case study

The article presents an analysis and assessment of the environmental effects arising from the implementation of the municipality's spatial policy, including the consequences related to the adoption of the local development plan and urban planning of the municipality to the Natura 2000 area. In particular, the authors focused on how both zones cover each other. This was made with GIS tools in QGIS programme. On the other side, the article presents the estimation of ecological aspects of Natura 2000 localisation combined with the spatial local development plan arrangements. The estimation was made using SWOT analysis, which enables entirety and authentic analysis. There were defined four groups of features: strengths, weaknesses, opportunities and threats. All of the features were estimated with values. The SWOT analysis was adopted to estimate the ecological aspects which are to see as consequences of spatial policy in the commune level. This make possible to choose the most optimal strategy, to use by the commune to be noticed during the spatial policy process in case of ecological area localisation. ...

Methodology of interactive map creation for the part of mountain trails in Silesian Beskid

Tourist maps play very important role in mountaineering. They enable the tourist to orientate in surrounding space, giving the information not only con-cerning location, but also existing tourist infrastructure. Until recently tourist maps existed only in paper form, however nowadays with the use of digital car-tography interactive tourist maps become more and more popular. The paper presents the methodology of creation of an interactive map for the part of Silesian Beskid. The map contains information about mountain lodges, peaks, mountain trails, and additional attractions. An additional element of the map is the Digital Terrain Model and animation enabling virtual flight over selected part of the trail. The map has been created on the basis of ground survey, background maps downloaded from Geoportal, instructions and technical directives in force, and also literature connected with GPS and land surveying.
