Land management issues in ecologically protected areas

The article outlines certain issues regarding land management within protected wildlife areas, such as national parks, nature reserves, landscape protection areas, NATURA 2000 areas, documentation sites, ecological areas, natural and scenic complexes. It discusses the regulations governing the establishment and management of such areas, the restrictions on land use, the principles of their economic use, as well as nature protection aims within the studies of spatial development, at the local and regional level. Ecologically protected areas in Poland represent a significant natural potential with a rich variety of nature forms and compose the structures of the ECONET network or the World Network of Biosphere Reserves. These areas frequently neighbour or surround each other. Sometimes, they are exposed to adverse influences from outside (the industry, the cities, transport), excessive tourism, or fire hazard. The existing restrictions and regulations regarding nature resources management, incorporated into conservation plans drawn up for national and landscape parks, nature reserves, or for other protected areas, become integral elements of local spatial development plans. OPTIMAL SELECTION OF INVESTMENTS LOCATION IN LAND MANAGEMENT

The purpose of the land management is such investment decisionmaking, to gradually implement the principle of sustainable development.Decisions concerning the locations of public investments have a majorimpact on the economic development of the region. They should be takenon the basis of previously developed and adopted strategy defined in a formalizedway. Decision-making problems can be solved with the use of theoptimization theory.In the first part of the work the interpretation of the optimizationconcept as an approach to solve the problem of location of objects of publicpurpose investments was carried out. Every anticipated effect can beexpressed by a functional relationship. Finding the values of decision variables,for which the function reaches a maximum or minimum in the setof feasible solutions is the optimal variant of the investment project. THE NECESSITY TO KEEP LAND AND PROPERTY REGISTERS IN AN ACTIVE MANNER

The Land and Property Register (LPR) also called the Cadastre by the legislator should function in accordance with regulations in force, meet expectations of the public and provide universal access to Register data for its users. Beyond any doubt, credibility and usefulness of data in this public register are affected by the manner it is kept, which generally includes active and passive approach. If the LPR is kept in an active manner and constantly up to date, its data is very useful. Passive methods of keeping the LPR render record data irreversibly out of date and unreliable. The principal purpose of the paper is to assess the quality of data of a Land and Property Register and indicate that active keeping of the register is vital from the point of view of a prospective user and recipient of its data. The analysis involved data for the Michałowice commune, Małopolskie Voivodeship. Moreover, the paper suggests and presents a method that may improve validity of this public register. ...
