Issues related to the modernisation of river regulation structures on the border section of the lower Odra river

These issues concern a section of the Lower Oder River which is approximately 110 km long, as well as the Lake DÄ…bie. They are jointly addressed by the two neighbouring countries. The key objective of the modernisation is to improve the conditions for navigation on the whole border section of the Oder River. It is supposed to ensure minimum depths of about 1.8 m at minimum firm flows in the Oder River, equal to 228 m3·s-1 on the section from the outlet of the Warta River to Widuchowa and 151 m3·s-1 from the outlet of the Lusatian Neisse River to the outlet of the Warta River. Another important objective is to improve the efficiency of ice-breaking operations and thus mitigate the risks caused by ice jamming. The channel of the Oder River was regulated in early 19th century with the use of a system of spurs located on both river banks. The regulation structures did not ensure the expected channel stability and navigable depths. Community strategic guidelines as a legal instrument to develop national strate-gic plans and programs to support rural areas

The article presents the objectives and scope of the directive enabling sup-port for rural development in the programming period of 2007-2013 by the Euro-pean Agricultural Fund for Rural Development (EAFRD). The objectives were set based on an analysis of the extensive initial motives of the act, as well as its nor-mative part. The normative objectives indicate the thematic priorities of the Regu-lation such as:- improving the competitiveness of agriculture and forestry by supporting restructuring, development and innovation,- improving the environment and the countryside by supporting land man-agement,- Improving the quality of life in rural areas and encouraging the diversifi-cation of economic activity.The article pays special attention to the structure and the legal nature of the Community Strategic Guidelines meant to assist in identifying the areas where the use of EU support will provide the greatest added value, in translating economic, social and environmental priorities into the policy of development of rural areas, as well as in ensuring the cohesion of this policy with other policies and implementing the new agricultural policy.The guidelines specify the priorities for construction state strategic plans and rural development programmes. AN EFFECT OF REGULATORY WORKS RANGE ON ECOLOGICAL CHANGES IN WATERCOURSE BED

This paper attempts to assess an effect of the range of regulatory works in watercourse beds on the aquatic plant communities. The results of field studies carried out on sections transformed as a result of regulatory works and the non-altered sections were compared for this purpose. The field studies were conducted in growing seasons in years 2008-2014 on 11 small and medium-sized lowland watercourses in Lower Silesia. They included identification of aquatic plant species and estimation of the degree of bottom coverage with them. The assessment was based on analysis of changes in the values of five biological indicators such as: the number of aquatic plant species, Jaccard similarity coefficient, ecological status, Shannon-Wiener biodiversity index and Pielou`s evenness index. Comparative analyzes enabled to determine the qualitative and quantitative changes in the aquatic plant communities. However, they did not show any correlation between the analyzed biological indicators and the range of regulatory works in watercourse beds. ...
