Financing of infrastructural investments in rural communes on the example of Spytkowice

Communal investments determine the economic development of region. Very often costs of this investments bears the commune. But the budgetary means are frequently not enough to cover the planned capital expenditure on infrastructure. Therefore, constantly growing investment needs are connected with necessity of reaching for alternative sources of sponsorship. The analysis of financing sources of infrastructural investments is the main purpose of this paper. Study concerns the rural commune Spytkowice and the period 2003-2007. There were analyzed tree basic infrastructural groups: social, environmental protection and roads. There was stated that the participation of alternative (outside) means in financing of infrastructural investments has amounted to 36%. Publishing documents in the scope of spatial planning on the websites of rural communes in Lodz voivodeship

The article presents the issue of the accomplishment of records of law in the scope of spatial planning by local authorities. Communes that draw up land-use plans are obliged to publish these documents on the offices' websites. In the era of the development of information society, it is a crucial element that allows for an increase in the availability of local law for local actors who more than once use the Internet to get acquainted with the spatial policy of a commune. Rural communes are characterized by lower possibilities in the scope of the use of new technologies both as for the availability and the personnel and limited budget. Opportunities in this scope are based on the use of promotional-informational sites, Public Information Bulletin and geoportals to share local documents with the society.The outcomes of the presented research are promising since communes often resign from the obligation to publish land-use plans on websites. Among the units that decide to place plans on the web portals it is not always connected with posting all the documents that are existed in a commune. SUBURBANIZATION AND SUSTAINABLE SPATIAL DEVELOPMENT OPPORTUNITIES OF SELECTED RURAL COMMUNES IN THE POZNAŃ METROPOLITAN AREA (PMA)

The aim of this paper is evaluation of spatial policy of the rural communes, which are under pressure of suburbanization resulting from being located near Poznań (a voivodship centre, and the core of Poznań Metropolitan Area and Functional Urban Area of Poznań).Two units of local self-government, Dopiewo and Komorniki, where in the first stage of the analysis the highest intensity of the process of suburbanization was determined, were analysed.In the analysed decade (2005-2014), the population of the Municipality of Komorniki increased by 75% from 13992 to 24433, and of the Municipality of Dopiewo by 67% from 13460 to 22447. In turn, average net migration rate was 52 per 1000 residents in Komorniki and 55 per 1000 residents in Dopiewo. Detailed analyses showed that in the Municipality of Komorniki the realisation of spatial policy has been based on creating local spatial development plans, while in the Municipality of Dopiewo the main tool for it are still administrative decisions, and the local spatial development plan coverage amounts to merely 11%. Moreover, the analyses of population absorptive capacity showed that - in context of demographic forecast - the Municipality of Komorniki allocates ground for housing development more rationally.
