Condition and development of infrastructure in olkusz district

The article presents changes in conditions and development of technical (water supplynet, sewage, gas district and communal roads) and social (housingsupplies, schools, drugstores, hospitals, libraries, hotels) infrastructure elements in Olkusz district in Małopolska province in 1998 – 2003. The rate of changes was described. Present situation is introduced with Perkal index, as well as analysis of relationships between equipment of infrastructure elements and level of socio-economic development expressed by number of commercial entities and revenue of communes per inhabitant Obtained high values of correlation coefficient confirm significant importance of the infrastructure in shaping the socio-economic development. During the period of investigation, the development rate of district technical infrastructure was 2,5-times higher in composision to the social one. Within technical infrastructure elements, the fastest development of the gas grid was observed. Within social infrastructure oneshealth protection objects – drugstores. More infrastructured elements are present in urban and urban-rural communes: Bukowno, Olkusz and Wolbrom, much less in rural communes: Trzyciąż, Klucze and Bolesław. The communications availability as the element of the development of rural gminas of Łódź Metropolitan Area

The article is discussing about the communication availability of rural gminas in metropolitan areas. The survey includes analysis of the communication availability in Łódź Metropolitan Area. The communication availability of these local governments lets them to build the their competitiveness. The article is also presenting the level of socio-economic development of rural gminas of Łódź Met-ropolitan Area. The growth indicator was created with the taxonomical measure of development proposed by Hellwig. This method allows for lining local units up using the presented level of development. The next step is creating rankings of this measure which can be subject of in-depth analysis. According to assumptions of UE programs rural areas should develop as a whole multifunctional area. The infrastructure and multifunctional development affect on attraction of rural areas particularly in metropolitan areas. It refers both the communication availability of the gmina and providing with the appropriate service quality for local community. It must be combined with the widely comprehended technical infrastructure and institutional infrastructure. In the present world information and knowledge are important elements ofthe local course of every stage of the civil service. Analysis and assessment of the Podkarpackie voivodeship socio-economic development

The issue of socio-economic development is a phenomenon with a complex analysis. It is associated with both the economic aspect, demographic and natural. The development is directly related to the increase in investment, with interest tourism, the development of technical and social infrastructure. It cannot be forget the human capital. The outflow causes a decline in socio-economic development. Social and economic changes after 1990 were the direct cause of the reorganization of the spatial structure of the country and regional links. Province called "Eastern wall" are seen as agricultural areas, less developed. LEVEL OF SOCIO-ECONOMIC CONDITIONS OF MUNICIPALITIES AND EFFECTIVENESS AND QUANTITY OF PROCUREMENT OF SUPPORT WITH EU FUNDS FOR PROJECTS INFRASTRUCTURE INVESTMENT - CASE STUDIES

EU aid funds enabled the municipalities to the realization of costly infrastructure investments to raise the standard of living, and hence their competitiveness. Implemented investments affect the socio-economic development, which is particularly evident in case of rural communities. It follows that EU assistance funds are an instrument of development policy, both in the regional and local levels. They will lead to a widening of the investment potential of the development of municipalities. Municipalities with different activity and effectiveness reach for the EU funds. Hence the purpose of this article is to attempt to find a relationship between the amount collected financial support for infrastructure investment and the level of socio-economic development of municipalities. The study included five rural municipalities located in three regions of Polish statistics (NUTS 1) - the northern, north-western and eastern. The analysis based on literature query, and using simple statistical methods. The study was conducted in several stages in the analysis of investment projects co-financed from EU funds, as well as the indicator showing synthetically socio-economic conditions of communities.
