Formulating spatial policies for a health resort municipality

A study of the conditions and directions of spatial management of a mu-nicipality is one of the most important planning documents prepared at a local level. As an instrument for creating the spatial policy it is the initial document to formulate the local law. It constitutes an act of guidance, defining the planning in-tentions of the municipal authorities, and therefore its findings must be unambigu-ous, legible and understandable. The subject of this analysis is such study of Lądek Zdrój, a municipality in the province of Lower Silesia. The document turns out to contain much ambiguity. The authors use concepts that are incomprehensible, undefined and often mislead-ing. Provisions of the study are not clear enough to allow their transfer to local law. There is therefore a possibility that there might be no correlation between the analyzed study, and the future legal acts prepared at a lower level. ...

Using the 3D computer scanning method in the environmental impact assessment

This article presents the possibilities of using computer scanning to design a location for a sewage treatment plan taking into account its impact on the landscape. The activities undertaken could constitute a part of the proceedings carried out in performing environmental impact assessments. Completion of the goal requires literary studies and the analysis of interdisciplinary studies, including planning, land and academic research. The research has been divided into several parts, of which the first one concerns, among other things, the analysis of the value of the natural environment in a given area and analysis of the planning documents in place. The land research consists of scanning the area for the sewage treatment plant using the 3D method. Water protection of the Bystrzyca river in the spatial policy of communes within the Wrocław district

The study aims at presenting the spatial policy of communes located along the course of the river Bystrzyca in the Wrocław district, with regard to the protec-tion of the environmental values of the watercourse. The documents analysed in-clude the studies of determinants and directions for the spatial management applied in the Mietków, Kąty Wrocławskie and Sobótka communes. The articles were studied with regard to identifying the values of the natural environment with special emphasis on water resources, protecting the aquatic environment, and further directions for water protection. Road projects designing in rural areas versus community participation. the case study of construction planning the western bypass of Myślenice and Bysina

The main subject of this study was the analysis of the spatial and engineering aspects of planning, which has direct application in decision making and emphasizing the role of citizens in the investment processes. The authors made an analysis of the proposed bypass road of Myślenice. It was suggested to shift the roadway to the north, which would provide a better access to the plough-lands, which would be better utilised. Such alternation was proposed according to the expectations of local inhabitants. Taking into account opinions of local communities, it was found that the route of the western bypass road of Myślenice city can be excluding the areas of Bysina village. SUBURBANIZATION AND SUSTAINABLE SPATIAL DEVELOPMENT OPPORTUNITIES OF SELECTED RURAL COMMUNES IN THE POZNAŃ METROPOLITAN AREA (PMA)

The aim of this paper is evaluation of spatial policy of the rural communes, which are under pressure of suburbanization resulting from being located near Poznań (a voivodship centre, and the core of Poznań Metropolitan Area and Functional Urban Area of Poznań).Two units of local self-government, Dopiewo and Komorniki, where in the first stage of the analysis the highest intensity of the process of suburbanization was determined, were analysed.In the analysed decade (2005-2014), the population of the Municipality of Komorniki increased by 75% from 13992 to 24433, and of the Municipality of Dopiewo by 67% from 13460 to 22447. In turn, average net migration rate was 52 per 1000 residents in Komorniki and 55 per 1000 residents in Dopiewo. Detailed analyses showed that in the Municipality of Komorniki the realisation of spatial policy has been based on creating local spatial development plans, while in the Municipality of Dopiewo the main tool for it are still administrative decisions, and the local spatial development plan coverage amounts to merely 11%. Moreover, the analyses of population absorptive capacity showed that - in context of demographic forecast - the Municipality of Komorniki allocates ground for housing development more rationally.
