Main issues of water management in the first management planning process in requirements of the water framework directive

From several years in Poland last studies related with Water Framework Directive implementation (WFD) or Directive 2000/60/WE. All of these studies aim to develop river basin management plans for river basin districts, in this areas of international river basin districts. The time horizon is the year 2015, till when multi-purpose water bodies (according to the art. 2 point 10 WFD) should reach good status. According to WFD and Water Law records among elements, and practically stages aiming to develop river basin management plans, is to indicate main issues of water management (IP). The half-year consultation process, called IP review currently last in Poland. On the questions, what are main water management issues in the WFD understanding and what form will they reach in the first planning cycle in Poland, this report tried to answer. Water and wastewater management condition in Poland regarding water framework directive implementation

The aim of the article is to present the changes in water and wastewater management in Poland before and during the WFD implementation. The basis for the analysis was data from Statistical Yearbook from Central Statistical Office – Environment Protection and from National Programme for Municipal Waste Water Treatment implementation reports. The total amount of the treated sewage in Poland increased by about 37,9% in multi-years period of 1980-2007, whereas the amount of untreated sew-age delivered to the environment decreased by as much as 83,4%. Moreover, the tendency for increasing amount of sewage treated in high performance technolo-gies is observed. The direct symptom of improvement in the situation is the ten-dency of decreasing BOD5, suspended solids, general nitrogen and general phos-phorus in the sewage drained into water or ground. Such tendency is visible especially regarding the two first indexes. As a result of National Programme for Municipal Waste Water Treatment implementation since 1990 the increase of amount of people who use the sewage treatment plant is clearly seen. Water protection in polish environmental policy in 1990–2009

This article presented evaluation of execution of water protection in Polish Environmental Policy. Improvement of water quality and quantity was a effect of improve water management system, partnership in water protection on borderland, regulation of payment and fine mulct in water protection and management, development of small retention, arrangement of water and waste water manage-ment, amendment of water law, co-operation between water management, national economy and ecological education. Positive result of execution of water protection in Polish Environmental Policy, were notice. Monitoring and assessment of hydromorphological elements in polish rivers

The main ideas of a new MHR method for hydromorphological river survey and assessment were presented. It is a combination of the substance of the Water Framework Directive 2000/60 and the European standard EN 14614. It takes into account the existing polish data basis, regulations from the Minister of Environ-ment, the Inspire and Reporting directives and the existing experience completed in the Central European countries by the monotoring and assessment of hydro-morphological elements in the last 25 years. The method is strength on the works done in Poland for the implementation of the Water Framework Directive.The hydromorphological river assessment uses a hierarchic system which allows for the calculation of the ecological quality index. The system's basis is built by four elements: hydrological regime, river continuity, river morphology and the valley. Every element is described by some parameters and these by selected attributes. The separately calculated ecological quality index of elements and parameters allows to discover why the good ecological status was not obtained. Implementation of water framework directive in Barycz river basin

Water Framework Directive 2000/60/WE of 23 October establishing  a framework for community action in the field of water policy is the result of  extensive works of European communities aiming at better water protection. It obliges the member states to rationally use and protect water resources according to the rules of sustainable development. The Barycz river basin is one of the twelve bilans river basins on the area of the Regional Water Management Authority in Wroclaw. It is characterised by the richness of landscapes and biodiversity. Pond industry has developed on its area. At the same time farm ponds are unique bird sites for many species. The conducted analysis of the implementation of Water Framework Directive in the Barycz river basin embraces all the stages of actions conducted from the moment of Poland's accession to the European Union. Based on the results of the analysis it was stated that all the actions connected with the implementation of Water Framework Directive in the Barycz river basin were conducted in compliance with the approved schedule. The analysis shows that the whole area of the Barycz river basin is at risk of not achieving the environmental aims of the directive in 2015. ...

Implementation of ue directives in the field of water management in the international Odra river basin

Water management is a field of the national economy, which includes, among others, issues of water protection against pollution and against flood, and also resources management for the need of both society and economy. The implementation of Water Framework Directive and other activities and programs, which have a significant impact on quantitative and qualitative water condition, serve the water quality improvement in the whole Oder river basin area. Whereas reducing both the flood risk and the consequences of floods in the countries of the European Community and the proper flood risk management is the purpose of Flood Directive. The platform for coordinating the implementation of both directives in the International Oder River Basin District is the International Commission for the Protection of the Oder River against Pollution.The paper describes the progress made in implementation of both directives in the international Oder river basin. It also highlights the fact that the trilateral cooperation in the Oder basin should provide competent coordination of all actions of individual states, which would contribute to the proper implementation of European Community water policy in the field of improving the water environment. ...
