Testing the usefulness of the selected mobile mapper satellite receiver for the construction of GIS database in the range of street furniture objects

The execution of tasks in the range of rural landscape protection and sha-ping, space management and planning requires relevant geographic information. At present, this information is collected in all kinds of databases and the key questions concern their topicality and usefulness. DGPS (Differential GPS) and RTK (Real Time Kinematic) satellite posi-tioning techniques are used for geodetic works and for collecting geo-spatial data for GIS systems. This paper presents the evaluation of the usefulness of the selected Mobile Mapper Topcon GMS-2 satellite receiver for the construction of databases for street furniture objects (shrines, roadside crosses, monuments, commemorative plaques, etc.). Research measurements were conducted in the right of way of national road no. 79 in the Kraków - Sandomierz section. It has been demonstrated in the paper that the applied DGPS technique allows for field location of objects in real time with the accuracy up to 1m. The result is the creation of the database of geographic data of the measured objects in Quantum GIS programme. The presented methodology has confirmed high usefulness of the proposed solution with the relatively low costs of measurement equipment. ...

Cadastral databases in Web Map Service supporting rural development policies

The implementation of the Spatial Data Infrastructure Act in 2010 contributed to the dynamic development of spatial services. Public authorities are under obligation to create access to information in registers of spatial resources and services with the involvement of technology platforms that facilitate data search, downloading and browsing (Web Map Services - WMS). The goal of rural development policies is to improve living standards, promote social and economic development and support land management practices in rural areas in accordance with environmental protection regulations. The achievement of those goals requires access to reliable and up-to-date spatial information that can be obtained from national, regional and local WMS applications. This paper describes the applicability of WMS for rural development policy-making, with special emphasis on applications that are already based on cadastral data. ...

THE MORPHOMETRIC ANALYSIS OF LOCAL SPATIAL DEVELOPMENT PLANS IN POLAND

The aim of the article is to present regularities regarding the size, shape and topological characteristics of existing (passed) local spatial development plans in Poland (Polish communes). The source material for the research was planning documents, drawings of which were authorized by Geo-System and made available through WMS/WFS network services. As a result, it was possible to obtain information on the course of boundaries in the field, and thus the analysis of regularity, structure characteristics, etc. in terms of surface, shape and topological relations. Total of 15,390 local plans were analyzed, i.e. 31.2% of their total number in Poland. The article is the first in Poland analysis of the structure (area, boundaries, shape, etc.) based on a large, many thousandth attempt of local documents. The conclusions from the research show that the method of selecting areas to cover plans and defining their boundaries on the ground do not contribute to the improvement of spatial order and that the spatial extent of impact of these documents is not much larger than in the case of location decisions (decision on building conditions and land development). ...
