Problems of modernisation and development of agricultural and rural infrastructure

Presented were the results of prognostic studies conducted by the Author on the necessary development of agricultural infrastructure against the back-ground of the future model of agriculture and its services until 2030. The level of agricultural infrastructure must be integrated with the level of rural infrastructure which is connected with the infrastructure of the whole country. The infrastructure should meet the requirements resulting from the current scientific progress and the future needs of farmer and rural populations. The development of agricultural in-frastructure will bring measurable results in the spheres of production, energy, economics, ecology, as well as social effects. Infrastructural investments in water economy of Poland, in rural areas and in agriculture were considered the most difficult for realization but at the same time the most needed ones. Investments in the construction of sewerage and sew-age disposal systems in the country, outlays on road and electricity lines and in-vestments in commodity turnover, services, advisory and informatization have been considered in the next place. Current trends in development of microirrigation

Current trends in development of microirrigation were presented in this paper. Irrigation systems are the complicated pattern which needs the active operation including service and the use of facilities. Irrigation technologies se-cure the solution of such the problems of the current world as: rapid increase of population, limitations of natural resources and the environmental degradation. During the last three decades, the irrigation systems played an important role in the increase of the food production. The irrigated area (15% of the arable area in the world) gives the yield of the value about 36% of the total crop production value. It is connected with many social, environmental and technological prob-lems. The use of irrigation is successful when the utilization of water, soil and atmosphere is integrated, the irrigation technology is improved and the influence of irrigation on the environment is controlled as well as the environmental moni-toring is conducted. Crop production needs the increased use of technologies which are precisely adapted to needs of crops. In this case the creation of sus-tainable technological- economical- and ecological configurations can be possi-ble. The purpose of the paper is to present terminology and definitions of degraded and uncultivated lands as well as pointing of the possibilities of their alternative development. It's worth stressing that the suggested land development changes should result from the predestination of a given area to fulfill certain goals as well as be in accordance with rules of law. AN ANALYSIS OF THE DEVELOPMENT OF TECHNICAL INFRASTRUCTURE IN THE SOUTH-EAST OF POLAND

In this paper was analyzed selected components of technical infrastructure functioning in rural areas of the Malopolska, Świętokrzyskie and Podkarpackie Voivodships. The level of equipping rural areas with specified infrastructure elements was evaluated in the form of density and availability of infrastructure components. The work has been specified the rate of change in the analyzed indicators. In each of the provinces was separated 4, homogeneous groups of municipalities due to the level of infrastructure and standard of living. The lack of consistency in the level of the dynamics of the development of infrastructure with the dynamics of the percentage of residents using the equipment was noted. A positive phenomenon is that the development of the sewage system in all three voivodships has a higher average rate than the average rate of the development of the water supply system. SPATIAL DEVELOPMENT POTENTIAL OF THE HEALTH RESORTS DUSZNIKI-ZDRÓJ

Duszniki-Zdrój is a city located in the western part of the Kotlina Kłodzka, near the Czech border. The national road no. 8, which runs through the city, provides convenient communication with the region. The most important factors are: proximity of larger towns such as Kłodzko, Wałbrzych or Wroclaw and other health resorts such as Kudowa-Zdrój, Polanica-Zdroj, Lądek-Zdrój and the existence of dynamically developing winter sports centre Zieleniec which is located within the administrative boundaries of the city. All these factors generate a large number of tourists. Duszniki-Zdrój is an attractive town with the status of a health resort. Currently it is a multifunctional tourist centre rather than a single-function spa resort. The article presents a research thesis: "Is the further spatial development of this spa town possible and advisable?". The main purpose of this research was to evaluate the developmental spatial capabilities of this town. A detailed inventory specifying how land is used has been carried out. In order to better understand the local conditions, the general division into urban units was made.
