Problems connected with using data from real estate cadastre in tax aims on the example of the Chosen rural community

According to current rules, data gathered in the cadaster that concern a type of arable lands in comparison with soil classification of rural and forest grounds, way of using the real estate, their application and others are the base of setting the agricultural, forest and real estate tax by an appropriate body.There is a problem with the cooperation between grounds and buildings files and tax system. Many plots destined in local land planning to development and in fact bought by a purchaser as building plots with great value, but not built currently or in the middle of building, or a real estate having a status of not taken to use, has a special settlement in grounds and buildings files - a settlement of use for example arable lands or meadows. As a result of such a settlement the body calculating due taxes in community, taking into consideration a settlement in grounds and buildings files and a declaration made by a real estate owner, calculates for such a plot the agricultural tax even though it is in fact building plot. As a result a community budget suffers a loss and owners of plots whose value is similar, pay completely different taxes, ...

Analysis of documentation land cadaster former commune Hrebenne

Land cadaster in the form of maps and registers created for the purposes of charging and collecting property taxes, was binding on Polish territory since the late XVIII and early XIX century. As a result of amend in this area a register of land and buildings is now in force. There are information about spatial structure and legal property status recorded. Issue of legal status recorded in existing mortgage books is often in conflict with provisions registration of land and buildings. In the Austrian zone ought to have regard to information contained in records of former land cadaster. Determining legal status of property and identifying those rights is difficult. Registries at ancient mortgage books and data resulting from cadastral maps are often the only reliable source of information about property state before World War II. Appropriate use land cadaster documentation can bring measureable results - not only on modernization of register land and buildings, but also in regulating legal status of estates. Sale of land by the agricultural property agency on the example of Podkarpackie province

The article presents the process of selling land owned by the State Treasury, represented by the Agricultural Property Agency. This process can be carried out in different ways, because it depends on the buyer's rights. Simultaneously with the sale may be carried for free or manually putting the income from the trade in such land. This paper describes the restrictions posed on the buying side, under the current law. Next the access to information about the offered properties was rated, and the transactions concluded in the years 2009-2011 were traced. The study was conducted for the transaction from all over the country and then they were narrowed to the Field Centre in Rzeszów and, at last, compared with the in-formation obtained for the Jarosław community. The main objective of this study was to assess the impact of the Agency's real estate market by examining the dis-tribution of all land under its management on Polish territory. Improving the dates quality in the county’s geoinformation system

Computer databases that store information describing the space should be judged qualitatively. This requirement especially applies to the official geoinformation systems. The paper presents a proposal for an overall assessment of the quality of the information collected in the county's databases. It was analyzed six thematic groups: land and buildings cadastre, base numerical map, spatial registration of utility infrastructure and horizontal control class III. Experimental studies carried out in two counties located in the Malopolska province. Data quality assessment was based on four characteristics: accuracy, completeness, timeliness and consistency. Then calculated values of the two estimators of the overall assessment of geo-information databases: the average absolute value and coefficient of variation of averages. Overall assessment of quality geospatial data in the two counties is good. The process of improving the quality of informations presented comparing the results of current work to a study conducted in 2005. In this period fixed overall assessment of data quality in both counties by about 5 percentage points. Accuracy, timeliness and consistency of county data systems is good. The impact of land integration for agricultural development in mountain areas

The problem with the economy in rural areas requires urgent studies of model. Threats impeding and slowing down their development leading to progres-sive degradation of agricultural land and the impoverishment of the rural commu-nity. Of special interest are mountain areas due to environmental resources. Oc-curring in these areas difficult climatic conditions and the terrain is definitely not conducive to the development of agriculture. These areas require the preparation of the current development concepts. One of the proposals targeting rural development could be tourism and recreation. A modified algorithm for the length of the tangent to the surface of the second degree

This article presents exact algorithm for calculation "length of tangent" to quadric surface based on results of measurement tangent directions to shell object. The considerations are mainly about one-sheet hyperboloid shape. The considerations made for the objects in the shape of hyperboloid of one sheet. Using the algorithm can calculate the location and shape, but also the parameters of the shell, which compared to previously used methods, allows for better precision than that calculated on the basis of previously existing algorithms. Modification of the algorithm presented allows to increase the accuracy of the final results, using the proposed method of measurement. This solution saves money and time. ...

The issue of the functioning land and buildings registration from the conducting perspective

Office work is generally known, however prevailing opinions are more or less flattering and it does not matter if the subject of discussion are the county offices or district municipalities. Both these units and the county centres of surveying and cartographic documentation, were established to keep land and buildings registration, since implementing the administrative country reform in 1999. Thus in this article the selected aspects of office work have been addressed, with particular emphasis on investments held in the land and building register, by the body conducting it. Also the problem is described from the side of applications completeness to update the registry, the formal deficiencies, outdated address in-formation and the documents constituting reasonable basis for these changes. Moreover, the official documents language, on which administrative authorities work, appears to be unclear communicator for persons, not knowing expertise law language. The further issue worth attention is the communication between office and the person and opportunities for improving it, because it goes mainly with traditional way via paper mail. Configuration changes of arable land in the plots into rivers

Large river continuously transform their surroundings, causing the need to update all the documentation geodesic related thereto changes. Caused by them concern arable land in the first place. It is directly connected with the definition of land under surface of flowing water, and the necessity of updating the of land and buildings registry.This paper contains a description of the analysis conducted to verify ongoing changes in this area for over three decades. As the object of research part of the bed of the Vistula River with a length of more than 13-hundred miles was used. The proposal of evaluation of web geoportals on local level

In Poland national geoinformation system is built at the three levels: central, regional and local. The system levels differs in range of description and detail of data. The local (county) level spatial information system databases are the most detailed. The digital development and the current legislation (Law on spatial information infrastructure) make the expansion of official Internet site accessing various thematic maps. This paper presents proposals for an overall assessment of geoportals created at the local level (county). Methodology for assessing the overall based on three criteria: transparency, functionality and content available. Category transparency are attributes of evaluation defining the effort it takes an organization to share information through its Web site. The functional category defining attributes of assessing the ease with which users can obtain information on one page. Rating the content is quantitative verification of spatial data contained in the portal of the three thematic groups of the Act on infrastructure.The proposed method of assessing the valuation performed spatial data quality in 29 counties located throughout the country. Approximation of the quadratic surface parameters

On the base of geodetic, photogrammetric or radio observations of the sheet objects its position, dimensions and shape are determined. Approximation of mathematical model for the surface, used as a reference for estimation of geometric state of the object is based on the space co-ordinates of points representing the sheet of the object. In practice, the model parameter values are determined without consideration of accuracy of these co-ordinates. However, the covariance matrix for co-ordinates of observed points constitutes a base to estimate accuracy of determined parameters and its functions. In this paper an algorithm enabling es-timation of accuracy for the estimated parameters of the surface is presented. In addition, a measure of fitting of mathematical model to the observed geometric state of the sheet is determined. This parameter can be used to decide on adequacy of a medel. The method of gaining natural water basins using digital terrain model and GIS tools

Protection of water and land, terrestrial ecosystems and wetlands depend on water which are regarded as a national treasure, requires the establishment the sustainable management of resources, including preventing degradation and protection against the deterioration of their condition. The research are aimed at evaluating the possibility of using modern geospatial data such as DTM, aerial photography and digital images and their visualizations using GIS tools to acquire natural surface water, areas at risk of flooding and pollution associated with ground water and surface runoff including agricultural land. The study was conducted within the city of Koszalin in the typical urban and suburban develop-ment. Zones of access to lots with allowance for changes in their lengths and distances between roads

One of the most important aims of the development process of the ground lay-out of a village in the course of scale-integration work is to create favourable functioning conditions in a given rural area . This aim may be achieved by intro-duction of a ground lay-out which the most effectively will reduce the costs con-nected with cultivation of particular lots belonging to farms. Undoubtedly, one of the most important factors determining development possibilities of a new ground lay-out is the rural transport network in a discussed area along with the relevant issue of selection of a way of road access to the lots. Determination of the most economical way of road access to the lots in a particular case is not an evident task because it depends, among others, on the distance between the roads and the lengths of the lots . Surveying devices like tachymeters and levels might be monitored and if it is necessary - calibrated. Similar procedures should apply to GNSS (Global Navi-gational Satellite System) measuring sets. Use of leica sprinter level with fiberglass GSS113 rods for measuring the 3rd class of leveling network

Measurements of the 3rd class of leveling network require the appropriate class of equipment. Based on researches performed in Geodesy Metrology Laboratory in AGH can formulate proposals for the economic selection of a set of equipment to perform such work. That kind of set may be digital level Leica Sprinter with 3m-length uniform fiberglass leveling staff GSS113. The coefficient of thermal expansion was determined in the thermal chamber and calibration was performed for these staffs on a vertical comparator. In accordance with norm PN/ISO 17123-2 the error of 1 km of double run leveling was determined for set of Leica Sprinter with GSS113 staffs. In some cases this set can replace more expensive Leica DNA10 level. The present research indicated the usefulness of the set for leveling the 3rd class of leveling network, indicating the essential elements for its application in practice. Calibration of surveying instruments in the geodesy metrology laboratory of the AGH university of science and technology in Krakow

In the Geodesy Metrology Laboratory of the AGH University of Science and Technology in Krakow (GLM AGH) are conducted research associated with checking, validation and calibration of surveying equipment. Using a laser inter-ferometer as a standard of length measure significantly increased the range of works performed in GLM AGH. There was built a vertical comparator that allows precise calibration of leveling rods (with classic and barcode graduation), hori-zontal comparator allowing to calibrate invar or steel tapes, test of total stations, electronic distance measuring instruments and levels, as well as the thermal chamber to determine the coefficient of linear thermal expansion of leveling rods. Research capabilities of GLM AGH complement observation stands to the classifi-cation of survey instruments, including precise digital levels, electronic theodolites, and to study stability of collimation's line of instruments. For testing EDM, total stations and GPS receivers is used calibration baseline "Wisła" and polyline cali-bration base. Classification of points cloud from aerial laser scanning with the use of programs Tiltan Tlid, Terrascan VRMesh

An analysis of results of the process of automatic classification of the points cloud gained from the aerial laser scanning was presented. Research was conducted on the separated part of the area of 21.37 ha from the city Brzeg. The tested object comprised 3048246 lidar points. The automatic classification was performed with the use of the following programs: Tiltan Tlid (v. 3.21), TerraSolid (v. 011.007) and VRMesh Survey (v. 6.1).To the edition of the cloud of points an application Furgo Viewer was used.On the basis of qualitative, quantitative and visual analysis conducted on the classified cloud of points, conclusions regarding the use of exploited applications were drawn. ...

Influence of the land configuration of arable lands and farms spatial features on cultivation costs in Filipowice village

The following study presents the results of the research concerning land configuration of arable lands that constitute farmsteads located in Filipowice vil-lage. In order to determine basic features of the land configuration of arable lands and farms, the following, specialist computer programs were applied: MKTopo-GUTR, Plikpol and Pole. A basic areal element considered during the research were fields that constitute continuous parts of cadastral plots and comprise a single form of cultivation. The conducted analysis deals with the basic land configuration features that include: land spatial parameters, estimated costs of cultivation depending on land configuration, land location within the village and farm area and farm basic features. So as to carry out a detailed research, certain statistic methods were used. They enable to determine correlation coefficient between the studied features and make it possible to draw up the correlation charts of dispersion. In article there is shown problems concerned drainage network system in realization of building process. The most important issue is an information about drainage system in the moment of designig of building and getting a building per-mises. It will alow to avoid destruction of this network during a building process.
