Analysis of angle-linear observation in aspect of a landslide terrain deformation determination

The aim of thesis was to determine horizontal ground deformation based on angular and linear measurements of a special surveying construction. This construction, a rectangular measurement rosette, has been fixed at the threatened of landslide movements area, at Milówka commune. In the project there were presented basis information about determining linear deformations and landslide movements. There was also presented a method of fixing surveying points and a measurement technology used in described re-searches. In the next parts of work there were listed results of various variants of measurements adjustment. On this basis, there were determined deformations, which were shown in a tabular and graphical form. There were made an accuracy analysis, which helped in evaluation of received results. ...

Real property consolidation and partition as process supporting spatial planning on example of selected areas

The "urban sprawl" phenomenon has intensified since the 90s and lasts to these days. At present, it is one of the most significant changes to the spatial structure of contemporary metropolitan areas. This paper analyses the possibility of applying the procedures of consolidation and partition of real property for the purposes of rational spatial management of real estate destined for housing de-velopment in selected Warsaw suburban areas. It has been concluded that the procedures of consolidation and partition of real property, initiated ex officio (where the consolidated or partitioned areas are destined in the land use plan),may facilitate the development of the relevant areas and improve the quality of life of their inhabitants. The analysis has proved that spatial conflicts take place in the investigated areas, which may well be settled or limited by the complex spatial planning, supported by the formalized procedures of real estate consolidation or partition with respect to areas destined for housing, as well as by land consolidation procedure, which is essential for the development of agricultural areas. Geovisualisation applied in the construction of rural space

Land consolidation is one of most important and difficult processes trans-forming the functional and spatial structure of rural areas in the European Union. In order to make the quality of land consolidating operations a factor with a significant impact on establishing strong, economically efficient farms, facilitating access to roads and other components of technical infrastructure while maintaining the landscape values and biodiversity and protecting rural areas against the effects of natural threats, contractors responsible for land consolidation must be provided with quick, easy access not only to current and skillfully selected data, but also to tools and solutions for their spatial analyses (2D, 3D) together with visualization of the results of these analyses.This paper presents a potential application of geovisualisation as a sup-porting tool for analyses and studies of a consolidated object with a focus on existing environmental conditions as well as on the occurrence of extreme natural phenomena. Land register and legal aspect of ground communities issues

Topics related to creation and operation of land communities are based on acts which was born more than fifty years ago. By archaic provisions of the Act from 1963 did not solve the problematic issues associated with the current land community functioning with present cadastral processes.In this article topics related to functioning of land community, supervision of community property and legal and geodetic activities of the community are de-scribed. Many problems in formal causes no indication of the referral and holding shares in the community land. Another problematic issue is the way to claim rights to participate in the community, due to the absence of land registry to the real estate community. No less important topic is the form associated with the transfer of shares in the community. Demands for rural managements works in Mieczków village

The purpose of this research is to define a demand for particular rural management works in village Mieczków (municipality of Kostomłoty, średzki dis-trict). The current state of land use, the number of farms as well as and natural conditions in this area has been described. The research has been based on land inventory, data acquired from the local government of średzki district and other sources such as cadastre, strategic and planning works and statistical data. The analysis involved the following works: land consolidation, agricultural drainage, modernization of agricultural transport tracts, land reclamation, afforestation and wayside afforestation. Both the demands for particular and total endeavours have been specified.In area of Mieczków village it is necessary above all to modernize agricul-tural transport tracts and conduct afforestation and wayside afforestation. Selected problems of updating lands use at example of roads investments

The subject of this article is an analysis of updating lands use in process of preparation and setting out of roads investments. In order to determine the proper range of land use the terms of road and road right-of-way were compared. With an example of selected roads investments from capital city of Warsaw area, it has been investigated the time consumption of changing existing lad use in cadastre. The complex of factors having impact on possibilities of changing former land use on needs for elaboration of serveying documentation and registering by administrative power running cadastre were detarmined . Documents being basis for making change in land use and in cadastre for "roads", independently from investment fullfilment course in investment within range of roads, have been examined. There were presented two solutions , differing in moment of making change of land use long-lasting process of road construction. On the basis of SWOT analysis one identified strong and weak points of each approved solution. Consequences of out-of-date cadastre data have been determined. Role of central state authorities, local government administration and local authorities in restoring spatial orderliness in Poland

Analysis of the hierarchy system of planning and spatial development in-dicates that its inconsistency is one of the reasons for breach of the principles of sustainable development and the depreciation of landscape values in Poland. Lack of fair balancing area's needs, especially based on demographic projections, stimulates inadequate management of land, especially in studies of conditions and directions of spatial development and in use plans. The article analyzes the course of the expropriation of agricultural land in the village next to the big city, realized in 2009 upon a Governor's decision of locating a toll motorway - from year 2003. In the broader context it presents a legal framework, decisions and actions of public administrations and their implications for spatial destinations made to carry out a public task. It points at the possibilities of expropriation proceeding under article No 64 of Polish Constitution. Applying knowledge gained from a computer programming course to engineer-ing practice

In one of the Regulations of the Ministry of Science and Higher Education one can find an appendix which defines standards of education for the Geodesy and Cartography of the first level of studies, also in terms of computer programming. The author of the article has for many years combined teaching programming with engineering practice and he has no doubts that it is essential to teach future engineer surveyors how to write computer programs. However, the advisability of teaching programming sometimes raises concerns both among some students and academic teachers. The method of solving problems which was used during the process of numerical map modernization, described in the article, is in the author's opinion a strong argument in favour of advisability of computer programming education . The company run by the author has performed works which aim was to improve the cartometricity of a numerical map which contained selected objects of geospatial data. Meeting a deadline of the works would have been impossible without some tiny applications facilitating unnecessary works. The impact of the location of special economic zone on the dynamics of the land property market

The Special Economic Zone is a separate area with preferential terms for launching and operating national and foreign businesses. Entrepreneurs pursuing their business in these areas access a range of allowances and exemptions aimed at attracting investors' capital. Today, the territory of Poland includes 14 Special Economic Zones, all of them substantially contributing to the economic growth of their regions, mostly by developing the assets in place and tapping into unused natural resources with particular consideration of sustainability criteria. The lo-cation of Special Economic Zones also brings measurable benefits to local communities in the form of new jobs being created, improved competitiveness of goods and services, and infrastructural development. As facilities such as industrial plants, office venues and storehouses become inadequate, it is necessary to procure land to develop new facilities. This paper aims to examine the impact of the location of Special Economic Zone on the dynamics of the land property market. The research conducted shows clearly that the establishment of Special Economic Zones within areas under this survey resulted in greater property trading volume and higher property prices. The qualitative analysis data in spatial registration of utility infrastructure

The official databases that collect spatial data sets, should contain the sets of metadata used to describe them. The main element of the set of metadata are the features describing of the quality and validity of spatial data. The paper proposes a method for evaluating the quality of databases of spatial registration of utility infrastructure (GESUT) based on four criteria: positional accuracy, completeness, timeliness and logical consistency. The quality of property data of positional accuracy is calculated based on the attribute of source (specified for each type of test object of GESUT). Completeness of data was calculated on the basis of GESUT objects that exist on the digital basic map, and did not registered them in a GESUT. Timeliness of data was determined by analysis of time to waiting for the inserting to database geodetic measurements. Logical consistency was assessed by analyzing of level conflicting relationships in the data. The evaluation results for the various properties are described by the value of a point on a scale from 1 to 100. Overall evaluation of the quality of the data bases GESUT was performed by calculating the two estimators: the value of average absolute and factor of medium volatility. ...

Testing the usefulness of the selected mobile mapper satellite receiver for the construction of GIS database in the range of street furniture objects

The execution of tasks in the range of rural landscape protection and sha-ping, space management and planning requires relevant geographic information. At present, this information is collected in all kinds of databases and the key questions concern their topicality and usefulness. DGPS (Differential GPS) and RTK (Real Time Kinematic) satellite posi-tioning techniques are used for geodetic works and for collecting geo-spatial data for GIS systems. This paper presents the evaluation of the usefulness of the selected Mobile Mapper Topcon GMS-2 satellite receiver for the construction of databases for street furniture objects (shrines, roadside crosses, monuments, commemorative plaques, etc.). Research measurements were conducted in the right of way of national road no. 79 in the Kraków - Sandomierz section. It has been demonstrated in the paper that the applied DGPS technique allows for field location of objects in real time with the accuracy up to 1m. The result is the creation of the database of geographic data of the measured objects in Quantum GIS programme. Krokowa commune as a case study of the evaluation of calculating adjacent payments

The subject of this article is an analysis of adjacent payments which are one of the groups of real estate payments. These payments as a rule are a source of covering - entirely or in part - costs incurred by the Treasury or local government units by executing their assigned tasks. Therefore adjacent payments may be an effective way of an economic development of communes. On the other hand, the adjacent payments arouse many controversies, especially regards the rightness of their existence, setting their amount and way of paying. Real estate owners more and more often appeal against mayor's decisions of calculating such a payment in Council Court of Appeal.The aim of this article is to evaluate adjacent payments calculated in the rural commune of Krokowa in years 2009-2011 and connected with the accession of property that took place as a result of its division or building new technical in-frastructure.
